'Sweet game'
The legal representative, prosecuting, described the criminal behavior to the judicial body.
She explained his those affected were under-privileged children who were attending a summer camp which he operated.
The defendant played a "candy game" with the youngsters, the prosecutor stated, in which he would enter the children's bedrooms when they were settling down and ask them to consume candy "rapidly".
She told the court the man had conducted this practice with the boys "over an extended period", and children had previously fallen ill the next day.
She stated Ruben had been capable of justifying this for many years as the youngsters being "overexcited from fun", until his family member had suspicions in recently.
The prosecutor added: "This year his stepchild had suspicions about the activities, justifiably.
"They decided to investigate in the individual's items."
Mrs Prior KC stated materials including infant oil, Vaseline and syringes were located, and his stepchild contacted the law enforcement about his suspicions.
She stated the defendant proceeded to play the "treat game" with six children that evening - that Saturday - and they were all ill the following morning.
"Authorities" had not responded by that point," she stated further.
The oversight body, the Independent Office for Police Conduct, earlier informed that it was reviewing Leicestershire Police's handling of the incident.
Mrs Prior explained the children were unable to walk properly due to being ill, so the stepson contacted the authorities a second time.
